Nope, they don't appear to be. They had watches made by IWC in collaboration with them, but PD seems to remain a subsidiary of Porsche. Which, in turn, belongs to Volkswagen.
Looking into it a little bit more, neither do they have any external company making watches for them - looks like they founded their own facility for that in Switzerland upon selling Eterna to the Citychamp Group in 2014.

Looks like in 2014 they bought their own manufacturing. According to the article I just found. I miss spoke it was designed by Porsche but made by IWC or Eterna. Just went by memory and didn’t double check the facts.
